You have pointed out an interesting challenge that comes with range dependent technologies. The proposal in the article tries to address this but using the current tracking mechanism i.e. bar codes/QR codes and scanners which can be installed on location. This doesn’t have significant cost implications are current use-and-throw tags and relatively economical to use and installation of scanners is a one time cost.
